Making a picture look like a painting.
 
Step 1 : Duplicate your layer.  
 
Step 2 : On the duplicated layer put a Filter>Blur>Gaussian Blur on it from 1.2-5 intensity.
 
Step 3 : Put the blurred layer on darken to give it the painted look.
 


Step 4 : Filter > Texture >  texturizer. Check the picture for the options.

 
You are done you should have a great piece in front of you.

In the layers panel, next to opacity, where it says "normal", click on that and set it to "darken"
